Title inflate or not?

hey im just wondering why is it stated in the tip box of volleyball paper page 8, that it is not the responsibility of the officials to make sure the balls are properly inflated, it is like the same as we dont mess with the net, equipment adjustment, so is it or not part of our duties as officials? thanks deedee
